Pants: You can find the Dura-membrane Netrunner Neotac Pants in the Northside area of the Watson district. Go up the sphere and you’ll see them on a fallen netrunner at the top. Grab the pants and the skill shard.
Boots: You can score the Hardened Netrunner Boots With Composite Inserts in the Westbrook district’s Charter Hill area. Head down the road from the dataterm and clothing store until you hit the crossroads. Then, jump the rail and look for an open hatch with a dead body nearby. The boots are tucked away in the corner, but be warned – you’ll need to be Level 12 or higher to rock them.
